Roman Orlov spoke about the two directions in which the Ukrainian Crisis Fund currently communicates with the United States.
The first is state funds. These are grants from the American leadership for projects that will be implemented in Ukraine regarding the restoration of various categories of buildings. These are residential private and multi-apartment buildings. Also kindergartens, schools, hospitals. The American leadership is currently preparing several such grants. Grant recipients will be funds, grants will be awarded on a competitive basis. There is information that at this stage, state funds cannot allocate aid to Ukraine, because hostilities have not yet ended.
These grants are currently under development and will be published at the end of 2022. Grants will not have a date: funds can apply, but projects will only be implemented after hostilities are over or some other solution is found.
The second direction: these are grants from private foundations and foundations that were created to support Ukraine. Here we are talking about smaller amounts. It is likely that money from such organizations will be directed to small towns and villages for the implementation of projects in one area. Or the fund will be responsible for a certain direction. For example, will sponsor the replacement of damaged windows and doors.
There is still no holistic vision of regulation of these processes. The only requirement that Western partners already have is the reliability of the funds through which the projects will be implemented. These are either funds with a history, or which have passed an audit or work in partnership with state bodies.

The residential real estate market in Ukraine did little to deal with reputational issues before the full-scale war. Presumably, these are the peculiarities of the market: that is, other mechanisms and other tools were used. This led to the fact that systematic work on building the brand’s reputation, trust in the brand on the part of various stakeholders, not only consumers, was not carried out. During the war, it is very difficult to carry out such work. Moreover, wartime is not a time when companies can afford to spend a lot. And their reduction often means the reduction of positions such as marketing, PR and all that is out of time.

There is little information from the developers about support: both the Armed Forces and people who suffered from military actions. Currently, the support of the Armed Forces and the presence of a clear position among brands is the key to success and increasing trust from consumers. Trust is future money or money today.
Communication with foreign partners is not visible. The companies that are engaged in the construction of housing now do not show themselves in the public field in communication with foreign donors and organizations: those who in the future could contribute to the restoration of Ukraine. This communication takes place more at the level of investment funds, which, already having a reputation and experience, are trying to build ways to get financing in the future. Probably, we are getting closer to the victory of this communication.
There is a lack of stability and volume of communication. It seems that the average number of mentions of developers is quite high compared to any other industry. But there are very few publications of them in the main role. There is a lack of systematicity, diversity of topics, speakers, and interest in building publicity for these brands for the consumer, the state, and other stakeholder groups.
In social networks, everything is very traditional: there is Facebook and forum.domik.ua. Almost undeveloped YouTube, which is popular and whose popularity only grows in times of war.
Now there is a great opportunity for communication that almost no one in the field of residential real estate is using – this is the topic of communication of the future. There are many comments about how bad things are, but no one occupies the niche of a prophet about what a happy future awaits us. The first months of a full-scale war were not like that, and now it is also difficult to predict anything. But conveying messages about the future could play a positive role in attracting attention to the brand and would expand communication opportunities.
Step-by-step instructions
And although there are various methods of checking real estate, the most informative is obtaining the necessary data about the apartment from the single Register on the official website of the Ministry of Justice. But not everyone knows how to get such information. A step-by-step instruction will help with this.
Step 1. Go to the portal of the Ministry of Justice and create a personal account
First, you need to go to the official website of the Ministry of Justice of Ukraine, click the “Online services” button and go to the “Information from the State Register of Property Rights” section. After that, you need to log in. This can be done using EDS (electronic digital signature). You can get EDS for free at the tax office. You can also issue an EDS for free within five minutes online on the PrivatBank website.
Step 2. Apply for information about the property and its owner
Next, we will find out how to check the owner of the apartment. To do this, select the “Information from the State Register of Property Rights to Immovable Property” item in the Electronic Service Cabinet and find the required object. You can search for the right real estate in several ways:
at the address;
by object registration number;
according to the owner’s data (the most accurate search is by the owner’s personal identification number).
You also need to fill in other empty fields (region, application type, etc.) and start the search. If successful, the desired object will be highlighted.
If you need to search according to the data of a legal entity, then you need to know the EDRPOU of the company.
Step 3. Pay the service fee
Once the property is found, the user must pay for the service. There should not be any difficulties here, because the standard form of payment through Internet banking is used. At the time of writing, the cost of obtaining a statement was 20 hryvnias plus 3 hryvnias (bank commission). Therefore, you will have to pay 23 hryvnias for obtaining information about the real estate and the owner.
Step 4. Obtaining an extract
After payment is received, the statement is sent to the user’s e-mail address specified during registration. The document will be in PDF format. Another way to view the statement is to click the “Back” button immediately after payment, and on a new page you will be able to see all the necessary information about the property owner.
